An Electrical Installation Condition Report (EICR) — sometimes still called a Periodic Inspection Report or PIR — is a formal assessment of the condition and safety of the fixed electrical installation in a property. It covers the consumer unit, all wiring, switches, sockets, and permanently connected equipment. It does not cover portable appliances, which are covered by PAT testing.
The EICR process involves both visual inspection and testing. The inspector checks for physical condition, damage, signs of overheating, correct identification of circuits, and compliance with current standards. They then carry out a series of electrical tests including insulation resistance testing, earth continuity testing, prospective fault current measurement, and RCD performance testing. All findings are recorded and each observation is given one of four codes: C1 (Danger present — requires immediate action), C2 (Potentially dangerous — requires urgent action), C3 (Improvement recommended), or FI (Further investigation required).
Since July 2020, private landlords in England have been required by law to have EICRs carried out on their properties every five years, or at the start of a new tenancy. The report must be provided to new tenants before they move in and to existing tenants within 28 days of the inspection. Any C1 or C2 findings must be remediated within 28 days (or within a shorter period if specified in the report). Failure to comply can result in fines of up to £30,000.
For owner-occupiers, there is no legal requirement, but an EICR is strongly recommended every 10 years, after major alterations to the installation, after flood or fire damage, and when buying a property. Many mortgage lenders and insurers now request EICRs. The peace of mind they provide — knowing your home's electrics have been professionally assessed — is also considerable.
