PAT testing — Portable Appliance Testing — is the process of inspecting and electrically testing portable electrical appliances to ensure they are safe to use. The term is commonly used in the workplace context, where employers have a legal duty under the Electricity at Work Regulations 1989 to maintain electrical equipment in a safe condition. In the domestic context, PAT testing is largely voluntary, though it may be required by insurers or landlords.
A PAT test comprises two stages: a visual inspection (checking for damage to plugs, cables, and the appliance itself) and an electrical test using a PAT tester instrument. The electrical tests include earth continuity (checking the earth wire is connected correctly), insulation resistance (checking that live parts are properly insulated from accessible surfaces), and — for Class II (double-insulated) appliances — a flash test at high voltage. Each appliance is given a pass or fail result, and passed appliances are typically labelled with a test date sticker.
There is no specific legal requirement in the UK for annual PAT testing, despite this being a widely held belief. The frequency of inspection and testing should be based on a risk assessment. A power tool used on a building site requires more frequent testing than a kettle in a low-risk office environment. The Health and Safety Executive's guidance is clear: the frequency should be determined by the nature of the equipment, the environment in which it is used, and the results of previous tests.
For private landlords in England, portable appliance safety falls under the general duty to ensure the property is safe. While there is no requirement for annual PAT testing in the Regulations, many landlords test appliances at the start of each tenancy. For HMO (House in Multiple Occupation) landlords, local authority licensing conditions may specify more prescriptive requirements.
